Evaluating the Potential and Success Opportunities of Libya’s Tourism Sector

This study examines the reality and potential of the Libyan tourism sector in contributing to local environmental development, considering both the sector’s inherent strengths and the global competitiveness indicators—economic, educational, administrative, legal, and social. The research is significant due to the scarcity of specialized studies on Libyan tourism, despite the country's immense tourism wealth. It highlights the Libyan state's neglect in developing this sector prior to 2011, attributing its weakness to the absence of clear policies, planning, and promotion, as well as the lack of involvement from both the public and private sectors. The findings indicate that Libya holds considerable untapped tourism potential, yet its economy suffers from a duality where sectors like energy receive priority over underdeveloped sectors such as tourism, agriculture, and industry. The study argues that revitalizing tourism could stimulate various economic activities—especially transportation, communications, and services—and help address major issues like unemployment and economic stagnation, as tourism is a labor-intensive, integrated industry.
