Conference Policies

1. Editorial Policy

Publishing research in peer-reviewed scientific conferences and journals stands as a primary model for academic publishing practices at the Horizons of Information Technology Conference (HIT2026). It is essential to strictly adhere to clear standards of ethical behavior expected from all parties involved in the publication process, including the Conference Scientific Committee, authors, reviewers, and the publisher.

It is a strict condition that the submitted research must not be under consideration or evaluation by any other conference or journal during its submission period to the conference. Furthermore, it must not have been previously published in any conference, journal, or any other publishing medium, with the exception of the option to deposit it in preprint servers (Preprint Servers) when necessary.

Authors bear full responsibility for ensuring that all materials submitted within the research do not violate copyright laws or the rights of any third party.

2. Peer-Review Policy

All research papers submitted to the Horizons of Information Technology Conference (HIT2026) are subject to a double-blinded peer-review process, in accordance with the following criteria:

  • The research is evaluated by two expert reviewers specialized in the scientific field related to the subject of the research.
  • All reviewers' reports are thoroughly taken into consideration when making the final decision regarding the acceptance, request for revisions, or rejection of the research.
  • The Conference Scientific Committee is solely responsible for making the final decision based on the reviewers' comments and recommendations.
  • The Scientific Committee reserves the right to seek the assistance of a third reviewer or more to evaluate the research before making the final decision.
  • Participating members of the Scientific Committee provide the necessary administrative support to ensure the integrity and independence of the peer-review process.
  • In the event that authors object to a rejection decision and present sufficient scientific justification, the research may be referred to an additional reviewer, and the final decision will be made based on their recommendation.

3. Authorship Policy

Research authorship must be strictly limited to individuals who have made a significant intellectual contribution to the research submitted to the conference, including study design, execution, data interpretation, and manuscript drafting.

All individuals who made substantial contributions must be listed as co-authors.

As for individuals who participated in specific aspects of the research without providing an intellectual contribution, they should be mentioned only in the Acknowledgments section of the manuscript.

Additionally, one author must be designated as the Corresponding Author, who will handle communication with the conference and approve the final camera-ready version of the research for publication in the Horizons of Information Technology Conference (HIT2026).

4. Open Access Policy

Accepted papers at the Horizons of Information Technology Conference (HIT2026) will be published in the International Journal of Engineering and Information Technology (IJEIT), which is an open-access journal.

Therefore, no fees are imposed on authors, readers, or institutions when downloading any published material from the journal's website.

The journal operates under the Creative Commons Attribution 4.0 International License (CC BY 4.0). This license allows authors to retain the copyrights of their work, while permitting any user to download, print, extract, reuse, archive, and distribute the article, provided that appropriate credit is given to the authors and the original source of the work.

This license guarantees that the article reaches the widest possible audience, with the ability to include it in any archive or scientific repository.

5. Conflict of Interest Policy

To avoid potential conflicts of interest, papers submitted to the conference are carefully distributed to members of the Scientific Committee acting as Track Chairs.

Track Chairs avoid handling papers written by authors with whom they share specific professional relationships, such as current colleagues, former colleagues, recent co-authors, or Master's/PhD students for whom the Track Chair served as a supervisor or examination committee member.

Scientific Committee members are required to notify the Scientific Committee Chair of any other conflicts of interest not covered above following the initial paper distribution.

If no member entirely free of a conflict of interest is available, the research will be assigned to the Scientific Committee members with the least amount of conflict.

Designated Scientific Committee members will assign Track Chairs with the absolute lowest conflict of interest for all submitted papers.

Furthermore, to eliminate any conflict of interest, research papers are distributed to reviewers who are strictly required to inform their respective Track Chairs of any potential conflicts of interest immediately upon receiving a paper for review.

6. Data Sharing Policy

The Horizons of Information Technology Conference (HIT2026), through the International Journal of Engineering and Information Technology (IJEIT), is committed to supporting a more open research environment.

This approach helps accelerate and improve the process of research discovery by enabling the reproducibility of results and the validation of data, methodologies, and reporting standards.

We strongly encourage researchers to share their research data, which may include, but is not limited to: raw data, processed data, software, algorithms, protocols, methods, and materials used in the articles published in our journals.

The conference encourages authors to archive this information in an appropriate public repository, along with any other supporting materials that reinforce the findings presented in the research.

To incorporate this into the research paper, authors may provide a data availability statement accompanied by a link to the repository used.

Published data must be cited in accordance with academic standards.

To confirm the presence or absence of shared data, the conference, via the journal, provides all accepted manuscripts with the option to publish a Data Availability Statement.

If data is shared, this statement will clarify how it can be accessed and will include a persistent identifier (such as a DOI or a registration number) from the repository where the data is stored.

7. Copyright Policy

All articles accepted by the HIT2026 conference and published in the IJEIT Journal are distributed under the Creative Commons Attribution License (CC BY 4.0).

This license grants authors the freedom to share, copy, and redistribute the material in any medium or format for any purpose, including commercial purposes.

It also allows users to remix, transform, build upon, and adapt the material for any purpose, even commercially.

The licensor cannot revoke these rights as long as the license terms are fully respected and followed.
